A district is any first- or second-level city subdivision. Different cities apply various names for their internal divisions (e.g. neighborhoods, boroughs, communities, quarters), and some cities break these divisions into yet smaller ones (for instance, there are many neighborhoods within New York City's five boroughs). Emporis uses neighborhood names and boundaries that are officially determined by the local government. A city can have up to 3 levels of divisions, but the type of district in each level must be different (e.g. boroughs and neighborhoods).
