The Divan (Justice) Tower used to be the place where the sultan listened to the complaints of the ordinary citizens who claimed that an injustice was done to them and the regular courts didn't solve their problems. If the sultan agreed with the citizens after listening to their point of view, he would overturn the rulings of the regular courts in a way that he believed was appropriate and just. The hearings usually took place on Fridays.
